If a blogger refuses to register, the site will suffer
The law states that in case of non-compliance, a fine of ten to thirty thousand rubles is imposed on individuals and from fifty to three hundred thousand rubles on legal entities. Maxim Ksenzov explains that if a user of a social network or blog hosting site does not provide Roskomnadzor with the necessary information, then the site, not the blogger, will be punished for this.

According to the deputy head of Roskomnadzor, social networks will be able to develop rules that will distribute responsibility before the law between the platform and the user.

Ksenzov claims that Roskomnadzor is not going to create its own counter or hold a competition for its development, since there are already enough existing statistical services on the market. In an interview with Lenta.ru, Ksenzov also said that he sees the willingness of counter owners to modify their functionality to suit the goals and methodology of the law.

Controversial issues will be resolved by an expert commission
RAEC together with Roskomnadzor will createexpert commission, to which the department will turn to resolve disputes on determining traffic. The commission will include figures from the Internet industry: representatives of large Internet platforms, members of the Expert Advisory Council at RAEC, officials from Roskomnadzor, as well as popular figures from the RuNet, who will be selected as a result of a popular vote.
