The screenshot shows that the optimizer does not immediately place direct anchors, but uses anchorless and diluted anchors.
It is also worth noting that column "C" indicates the number of domains with such an anchor (1), and not links (2).
If you need to examine the appearance time of each individual link from each domain, you can do this in the Anchors report as follows:
