Our site or shop for doing business is our own business premises. However, on Facebook, our business premises are Pages or commonly called Fanpages.

Therefore, you are absolutely prohibited from creating Fb Ads before you have a fanpage. However, if you really don't want to use a fanpage to sell and want to use a website or blog only. That is your choice.

Have a Debit/Credit Card
