It is this "downscaling" of planning that we wanted to analyze, through the construction of the benchmarks and objectives proposed by the General Secretariat for Ecological Planning (SGPE) and their debate within the regional stakeholder conferences (COP) that were set up a little over a year ago. Our study program includes an axis specifically dedicated to these COPs and their concrete effects, with a first report that was submitted and put online at the end of 2024 and which will be followed by a second part planned for the summer of 2025. The second axis of the program is devoted to the financial equation of ecological and energy transitions. This study is currently being written. It focuses on the various budgetary and extra-budgetary levers that are activated by the public authorities, through their various components, to accelerate the transitions, whether subsidies, tax credits, incentive taxes and fees, energy saving certificates, public procurement, etc.
