By Order of the Government of the Russian Federation No. 3287-r of November 15, 2024, indices for changes in the amount of utility payments made by citizens on average in the constituent entities of the Russian Federation for 2025 and maximum permissible deviations for individual municipalities from the value of these indices for 2025–2028 were approved.
Public utilities include: cold and hot water supply, sewerage, heat supply, gas supply, solid fuel, electricity supply, and solid municipal waste management. The increase will affect all public utilities, and the average index will be 11.9%. From July 1, 2026, tariffs in Russia will increase by an average of another 5.4%, and from July 2027 - by 4.8%.
Gas tariffs for the population will be indexed by 10.3% from July 1, 2025, by 4.3% from July 1, 2026, and by 4.0% from July 1, 2027.
The indexation of electricity tariffs for the population hong kong mobile database from July 1, 2025 is set at 12.6%, from July 1, 2026 - 5.2%, from July 1, 2027 - 4.0%.
For each region, the indices set an average index and maximum deviations, above which tariffs cannot be raised. For example, the average index in Kalmykia is 11.9%, and the maximum deviations are 4.8%, which means that tariffs in the region cannot be raised above 16.7%. However, tariffs can be lower.
The highest tariff increase is permitted in Perm Krai (average 21.1%), and the lowest in Amur Oblast (8.6%).
How housing and communal services tariffs will increase in Moscow from July 1, 2025

In Moscow, prices for housing and communal services may be increased by up to 15% from July 1, 2025. This is the limit for all tariffs on average, meaning that tariffs may grow within this average value. Thus, electricity costs for those Muscovites who use a single-rate tariff will increase by 16.4% from the second half of the year. For them, prices will increase from the current 6.15 rubles to 7.16 rubles per kWh. For users of other tariffs, costs will increase from the current range of 3.02–8.94 rubles to 3.71–10.23 rubles per kWh. The full list of established tariffs can be found here .
