According to Article 85.1 of the Land Code of the Russian Federation, the owner of a land plot must bring it into a condition suitable for use in accordance with its intended purpose and belonging to a particular land category, and also begin using it for its intended purpose. The timeframe for fulfilling this order may vary depending on the land category and other factors and may range from one to three years.

The land owner may receive a fine in the following cases:

If the owner has not started using the land for agricultural purposes (a fine of 0.1% to 0.5% of the cadastral value of the land, but not less than 2 thousand rubles);
